全國公共英語等級考試（Public English Test System，簡稱PETS）是面向社會的、含有五個等級的英語考試體系。
PETS測試的重點是英語交際能力。它根據國際外語教學界通行的交際語言活動模式，對語言運用能力進行分類和定義。在試卷結構上，根據不同層次的需要，設置了考查聽、說、讀、寫各種技能的題型，確保各級別都能全面考查考和交際能力。
